Follow the below given simple steps to know how to unblock Ip in WHM Panel
Step 1: Login to WHM panel using your user name and password.

Step 2:In the search box, type as Firewall and click on the ConfigServer Security & Firewall option shown below.

Step 3: Under the csf tab - Quick Actions, enter the IP address in the Quick Unblock function section. Once done, click on Quick Unblock to unblock your IP address.

Step 4: You have successfully unblocked the IP address via WHM Panel.
