Refer the below given steps to know how to restart IIS application pool in Plesk
Step 1: Login to your Plesk Panel account by entering your user name and password.

Step 2: Choose Website and domains.

Step 3: Scroll down and find the Dedicated IIS Application Pool for Website menu for the domain which you need to restart the IIS application pool.

Step 4: Click on Stop to stop the running IIS application pool.

Step 5: To restart the IIS application pool, click on Start.

Step 6: You have now successfully restarted the IIS application pool.
